Quite ... although I'm not entirely sure he's justified in breaking the law that says you're not meant to walk up and down the motorway (even in stationary traffic).

Motorways. You MUST NOT walk on motorways or slip roads except in an emergency (see Rule 249)
Laws RTRA sect 17, MT(E&W)R 1982 as amended & MT(S)R regs 2 &13 (taken from the Highway Code site!!!)

How is it going to work when they start using the hard shoulder during peak times, rather than put a extra lane in? Are more people going to die and have serious injuries?

I know. either it's for emergency vehicles or it's not. you could argue that for the sake of getting us home earlier you're prepared to risk peoples lives by letting us use the hard shoulder as a normal lane.
go in the hard shoulder when they say you can't though. and you'll get this really long rollocking about how irresponsible you are and how you as an individual shouldn't even have a licence.

Hard shoulder running during the rush hour isn't just about telling people to go ahead and drive on it. It involves installing some pretty sophisticated traffic monitoring and signage as well, which allows the hard shoulder lane to be opened and closed to traffic as required. I expect there are also procedures designed to ensure that emergency services can still get access to these areas if required.
These safeguards are only installed in the few places around the country where hard shoulder running is in official use, but it is possible that as it becomes more widespread, more people will assume it is now ok to use the hard shoulder whenever they think conditions justify it, wherever they happen to be.

I thought they were looking into using the hard shoulder within 1/2 mile of an exit ramp if traffic was backed up.
