Firstly don't tell them you've been made redundant - instead mention you are available to start 'at short notice' should a suitable vacancy occur.
Ideally a covering letter should be specific to each vacancy applied for, covering the main points of how your skills & experience fit the advertisement - a 'speculative' letter can't do this, but you need to 'tease' them.
