Yep and I should also point out that quite a few people give the "It was my aunt, uncle, brother, friend and they have moved back to India, Africa, Germany, America" response to the NIP.
It does get checked and people find lying about it leaves them in far more trouble than admitting they were driving.
On another note is the insurance for fleet coverage dependant on proof of the driver having a full driving licence? If it does allowing anyone to use your van is leaving you open to charges of causing and permitting your vehicle to be used without insurance and getting the van seized.
