Especially this rule designed to try to keep a picture always in play

As an aside, I placed my answer at 21.14. I then waited for you to confirm I was correct which you did at 09:48 when I was at work. When i was able to visit the forum thats when I stated I would add the picture. Possibly a bit of leeway required when the confirmation comes when most people are at work.

Having reread that rule are you saying that if one thinks a correct answer has been played and no one has added a new one within 6hrs then we can just jump in?

The person with the correct answer gets first chance to PLAY or PASS, if they PASS then the first one to type PLAY takes control of the game. If the person who has said PLAY doesn't play within 6 hours then the game is opened up the the next person who says PLAY. If though they post a picture it's their game until the correct answer is given.

If one confirms that answer is correct themselves (i.e.. they have found it on Google Earth) then there's no reason as to why they can't play right away without waiting for confirmation. If they though are not sure then they should wait for a YES/NO
