Smile expensive RDL 1 pound electric meter

hi, my landlord recently re-caliberated my RDL electric meter [1 pound meter with a turning disc]. before 1 pound would give me 2.5 blocks but now it only gives me about 1.25 blocks.
i dont know if anyone reading this will have a clue what im on about, as these meters are quite old now, but anyway its costing about 2.50 - 3 quid per 24 hrs. Double what it used too.
When it gets colder [jan/feb] we'll have to put the convector heater on periodically - if not constantly - all night, so then it will cost even more. [the windows are also about 100 years old]
its just me and my wife in a bedsit. we have a halogen 1200 watt heater and a convector heater attached to the wall which we rarely use except when its cold at night [the halogen heater is to bright to use when trying to sleep].
I just want to know

A. does anyone else have or had one of the meters and how many blocks do/did you get for you pound coin?

B. is my landlord allowed to do this

Welcome to the forum though I'm not sure why though you've joined a forum based on Virgin media services to ask about a landlord putting up your electricity prices...

On the subject though strange that he's just increased the tariff now when prices are starting to drop again..
