Don't fill it.
That gap probably facilitates the circulation of air throughout the various planes of the house (wall, floor, ceiling, etc) - if you fill it you may start to experience problems with damp and so on.
If you're just looking to put something in there to stop draughts, then newspaper is your best bet (rolled up loosely, and pushed back to you can't see it easily.
If you're looking to fill the gaos before carpet it fitted then don't, the fitters will use that gap to hold any excess rather than cutting the carpet tight.
If you've fitted laminate and have a gap then fit some sort of beading to the skirting, but don't fix it to the laminate - this allows the floor to continue to expand and contract.
If you've just gone back to plain floorboards, and are now thinking that the gap is unsightly then just ignore it, you won't notice it after a while anyway.
If you really must fill it then use something flexible, like silicone.
