That wasnt a tazer it looked more like it was a stun gun. He was holding him if he tazered him the copper would have been shocked too. I tazer fires electrodes and pumps a very high voltage into the perp. The electrodes stay in place allowing for further shock

Well it went on far too long..I've never known any police be that patient.
US Police, they do tend to be that patient.
