If you're named on her birth certificate, and no judge has ever removed your rights as a parent over her, then no, I don't think they can .... but then I'm not a legal expert either.
Not unless your daugter is 16 i.e. past the age of consent. If not and you are on the birth cirtificate then they have to have your permission to do it.
This is why my brother hasn't adopted his wifes first born, because they don't actually want any contact with the father and if they try for adoption then he will be asked and might start showing an interest (although its been 10+ years with 2 visists and no maintinance so far and I beleive that the way they want to keep it.)
