The only place you can get a driving licence counterpart is from the DVLA. If you're asking how to obtain a fake version of a legal document then we don't allow discussion like that on CF.

I reckon you've been scammed.The give away was the payment method "Western union " untraceable.
Why would you also want a counter part? hope your not planning to drive illegally in this country. If you are I have no sympathy for you

Paying any money to to a company with the following address (Ukfakeid.com) is just asking for problems.

As has been mentioned, you can only get a UK driving licence issued to you by the DVLA after having passed a theory test and also a practical examination.
