Criteria to be on the Electoral register?
Can anyone think of any reason why a non-UK citizen would be listed on the electrol register for 2003, 2004 and 2005?
I know this person only became a UK citizen, (so she claimed) towards the end of 2005. I can only think that there is something a little fishy going on!

Aren't you on the register when you are eligible to vote for local elections?

Yes, but how can anyone be on there if they are not a UK citizen. To vote you have to be a UK citizen.
I now know two who appear to be on there illegally.

I'm not a UK citizen (but I am an EU citizen), and I get to vote in local elections. Just not in National ones, so there you go

Neither of these two are EU citizens though, they are both Africans. One is certainly from Nigeria, and the other claimed to be from South Africa but is apparently from Zimbabwe.
The guy was working in the Heath hospital in Cardiff and moved to a hospital in Swansea. Because he was unable to prove his EU or UK citizenship, he was fired from the job. It just shows how efficient government run agencies are though, he is now working again in the Heath hospital in Cardiff again. he is the guy I mentioned before who was getting Tax Crediits for his kids back in Nigeria.
The other, well she is just a con artist full stop.
Nice to know this country is on top of the problems, I guess its nice to have a personal knowledge of this sort of thing though instead of believing the 'lies' in the daily papers.

Nigeria is back in the Commonwealth, so its citizens can vote in UK elections. Zimbabwe isn't after Mugabe quit - though it's always possible that she has dual Zim/SA citizenship - quite handy to have a Commonwealth passport sometimes

yeps all EU and Commonwealth passport holders can vote in local elections just not general. main reason for this is that you as non UK citizen cant "influence" national goverment.
something I found out when I wanted to vote for national but could only do so locally.

I guess the guy from Nigeria can vote then, but its strange that he doesn't have the necessary papers to work if thats the case. The GF did mention that he said quote "I dont need a work permit because Nigeria was colonised by the UK"
However, the guy is not to be trusted because he was claiming tax credits for his kids back in Nigeria.
I dont' believe she had anything to do with South Africa, apart from coming here on a fake passport from that country. I have made contact with a few people from the local Zimbabwean community in South Wales, and they have said a lot of Zimbabweans have travelled into South Africa to obtain forged passports.
It just seems strange that the authorities in South Africa, and in the UK appear to turn a blind eye to it all.

With that nut-job Mugabe running the show in Zimbabwe, I don't think it's that strange. The South Africans will just be glad the refugees are trying to get passports so they can move on and not stay in SA, and as for us ... post-colonial guilt? Who knows.

I have to say if you feel strongly enough about it, and by the language you're using you do - if you're in any doubt as to the legality of their actions, phone the Electoral Register office at the council and speak to them about it.
Same thing with the benefits, if you think they're claiming incorrectly.

Citizens of the Commonwealth are able to vote in all elections.
EU citizens can only vote in local.

No bad language from me.
I am gathering further information on this guy, and should have his surname this evening. Unfortunately in my experience reporting a foreigner for this sort of offence seems to have very little effect.
I would be happy to go into full details about my previous experience and the long list of fraud I uncovered, unfortunately foreigners here on fake/forged passports dissapear all to easily.

You may be correct, but at least you'll know that you did all you could.
Just going back to the original question...it might be worth getting in touch with this lot http://www.electoralcommission.org.uk/ and asking them who needs to be on the Electoral Register. It wouldn't surprise me if everyone had to register, irrespective of whether they can vote or note. It is a good way to keep some sort of track on how many people are in the country at any one time. Or is that just me living in my logical world?

Just to say I managed to get the persons full name including surname on the weekend, I spoke to the HR department today and they "claim" they will be looking into it.
I was also told that news came through the hospital grapevine that he was not just dismissed from the previous hospital for being unable to provide proof of entitlement to work in this country, but his claimed qualifications were also in doubt and he was not forthcoming in providing their proof.
If true it does make you wonder what's going on in the health service.
