Ebay question
Ok i paid for a item on the 1st august and still not recieved.
I have emailed him and got this reply

If you want proof I will gladly photocopy the document so that I cannot be to blame for the item not arriving, although the post where I live does not usually arrive until Midday, I don't know if it is the same where you are!

So now i have been waiting for 8 days would it be the right time to enter a claim with paypal about this?

Ask him for the tracking number, recorded items have a tracking number used to track the item. If he provides it and you track it using this site then it has been sent but royal mail hasnt delivered it yet (in which case contact royal mail).
If he doesnt provide it, or the number doesnt work then file a claim with ebay/paypal

Ok, first thing is that Recorded Delivery is *not* guaranteed next working day delivery, it has to be sent by Special Delivery for that, so it's entirely conceivable that it's still stuck in the system.
As others have said, get the tracking number, although that only logs when it entered the system and if/ when delivery is attempted.
It is possible that they've tried to deliver but just not left a card (or gone to the wrong address or it's been nicked if you share a door with someone else).

Whilst he cannot be held to blame, he is still responsible for the item until it is delivered into your hands/ property.
I've seen eBay sellers that say things like "We aren't responsible if you don't get the goods and you will have to claim from Royal Mail" but that's BS because they are and if an item gets lost the *sender* has to claim from the Post Office, not the recipient.
See what happens when (if) you get the tracking number.

I would also add that I have bought and sold on e-bay and even using the royal mail next day delivery service, this has often arrived one or two days late and the advice that the sender has to make claim for later delivery is correct as it is the sender that is claiming compensation for the failed delivery.
Patience is definitely a requirement when using the royal mail and if this guy can provide proof of posting, so much the better. It would be better IMHO to stay friendly with the seller as this type of thing can escalate very quickly into attributing blame.
However, I heartily endorse using Paypal to report non delivered items as a means to resolve disputes and hopefully get your money back, but this can be a protracted process.

Ateleast you used recorded delivery so get a photocopy from him of the tracking number and details and go down to your local post office to find out more.
In the event it has got lost, you should be able to claim compensation to a certain amount.

Well this is the excuses the Royal Mail use, pathetic in my opinion.

The only thing that I would add, and this is out of personal experience, do not wait longer than a month to make a claim. If you try to make a claim more than one month post the auction close, Paypal and ebay will not want to know.
Whatever you do, decide to do it before the month deadline. Otherwise, you will not have a leg to stand on.
