This is what traffic police should be arresting folks for. Sadly until someone puts forward a law making it a "criminal" offence to drive without tax, MoT and isurance scrotes like this get away with it and honest folk have to pay.

Driving without insurance isn't an arrestable offence, so the police can't shoot out and arrest them, however it IS an offence.
Offenders can get 6-8 points, upto £5,000 fine and possible suspension. ( http://www.lawontheweb.co.uk/roadlaw.htm)
Don't get me started on uninsured drivers  The best hope is that the scumbag gets pulled over by a copper. He could well end up with a suspension for having no insurance, and if he drives again, on a suspended license, that IS an arrestable offence.
EDIT: Hang on, he didn't have a license? Hmmm. I guess they didn't come out because he was gone, but it is an arrestable offense, I am sure.

He should write to the papers for a start - they'd love a story like that.
Next I'd sue the other bloody guy for ALL costs involved.
Of course an offence has been committed - the police should have made the arrest and prosecution because it is an open and shut case.

He needs to be "injured" they would have had to come and do something then.
I know if I am ever involved in an accident (hopefully not) and I am definitely not at fault I would have some sort of "injury".

See the government can spend billions just trying to get ID cards/trying to keep uncharged terrorist suspects in jail but they can't plug this particular hole in the law..I wouldn't have thought that if this was added as a matter of course to the list of motoring offences that any political party would even object.

surely you could make up the point that they were driving like a maniac, and had no due care and attention of the roads.
it is no wonder people hate paying high premiums when scumbags like these are about not paying them, and getting away with it.

Driving without insurance, tax, MOT are each individual offences. There may not be apower of arrest attached to those offences but they are still matters that should be addressed by the police. If they are not interested I would make an official complaint against them.
