The first one is correct but badly punctuated. It is a more Germanic form, but not 'wrong' for that. I voted for option two because the first one is wrong due to lack of commas.

Neither.
The first one should be punctuated as "Roy, regarding this, contacted you".
The second should be punctuated as "You were contacted by Roy, regarding this", although it's more informal.
