My own personal (and somewhat 'wacky') approach as to how you should recruit mods/admins for forums (as well as policepeople* and politicians) is too first ask who wants the job/role and then immediately exclude those people and look to recruit from the remaining people
* I aint falling foul of no 'femminist movement'
