And I think the intent part of your comment is the key. What was he hoping to achieve by his statement? How would it feel if you happened to be a black student in one of his classes?

I think it would be a different if he had made these comments objectivley and then suggested that this is a problem that society needs to tackle, i.e looking at the underlying reasons why IQ tests produce these results. Whether it was a racist stance depends on the context, which when viewed together with his other comments leads me to believe that it is.

The university state that there is no evidence that he is discriminating against people of different ethnic backgrounds, and that he never has.

Enoch powel may have been racist, I dont personally care. But to infer someone is racist because they said they were a supporter of enoch powell is slander.
Had the guy been accused of claling black niggers perhaps then I would believe he was racist. As it stands, he quoted a scientific theory and said that he believed the evidence this theory suggested.

I suggest the biggots on here read up on enoch powel, in particular what was reffered to by the press as the rivers of blood speech....no in fact read about the "rivers of blood speech".

People really need to stop and think before they judge people.
Why is it socailly acceptable to brand someone racist and so wrong to brand someone a rapist or paedophile? after all in themajority of cases I suspect the allegations would be wrong.

People need to realise that in todays liberal dominated society you cant say black man, you cant say chink, or paki, yet in Powells time he had thousands of workers go on strike to protest at his sacking from the cabinet.

powells rivers of blood speach was a quote from a literary classic. It was taken out of proportion by the usual tabloids. He got 800 letters and 4 telegrams in complaint, yet enough to back him to overwhelm the postal service.
Could he have been right with the brixton riots in the early 80's, and if people even made an attempt to read the transcript of the statement, you would realise he was refering to the violence being used inn the US by the activists fighting for fair treatment.
So I put it to you again, Powell was not racist, he was in fact....the greatest PM the UK never had.

I'll stand up and say I am proud t be british and it was the people like powell that made Britain so great in the past. He philisophy may be distastefull to some now, but thats just political correctnes gone mad. We now live in a world where the roles are being reversed and there preferential treatment to ethnic minorities.

I think we can say that whether or not Enoch Powell actually was a racist many believe he was. Therefore in the context of this and other comments such as this from the Telegraph article that only you have read, it can be infered that maybe it is a little strange that an expert in Russian Literature would have such strong views about the Bell Curve Theory:
