Still, I agree, the tickets were correctly given, and correctly waived once it became clear the offenders had actually been involved in the rescue attempt.

Traffic wardens love to stick tickets on cars, in my town centre they put a ticket on a car displaying a disabled badge for parking with one wheel just over the line, because the car in the next bay had parked badly (that car didn't get a ticket!!!)
