Yeah, I found the manufacturers site. It doesn't shout out professionalism, but it does say it is based around that principle.

I took it as, there are kids who hang about, sitting on the NTL street box, and they swear at a woman with mental problems on his street, presumably to provoke her. And he feels that these are the type of people that need to be targeted with dispersal methods.
