Which alphabet were they using?

Alpha was the record-breaking 22nd named storm of the Atlantic season, forcing the use of the Greek alphabet.
So which letters of the 'normal' alphabet don't they use?

And why not? Who is the tyrant that's forcing them to ignore 5 perfectly good letters and making them go Greek?
