Those that say they hear voices
You've read or seen story's that people have killed people and say that the voices in the head or god told them to do it, everyone thinks there a nut, but there could be an explaination
There have been rumours about mind control, one theory (Its on my website is that by using microwaves and playing a message over and over again towards the target this causes the fine hairs inside the ears to vibrate and they hear the message But people next to them couldn't), which causes them to do what they are told.

Microwaves have a very very small wavelength and do not travel very far and need enormous amounts of power to travel short distances of a few miles.
to help this you can make a beam antenna to give more forward gain but then you cant hit a moving target with that.
So...technically i dont know if its possible to occilate a persons hearing but from a practical aspects near impossible to make it happen

Don't forget that this may be done by government agencies using technologies that are years ahead of what is available to us.

What a load of toffle! It's not a matter of technology, it's a matter of the rules of physics. Without the inverse square law, microwaves are very high frequency - the sort of project that you suggest is impossible to implement.
