Suppose it depends how easy it is to show a match without the following:

To use any of these extra parts associated for a broadcast, a pub would need the permission of the Premier League.

The Premier League may alter the broadcasts to include those bits all the time, which would effectively make the 'win' a hollow one

This will make no diffrence whatsoever in terms of saving money!
What broadcaster will do is form EU wide consortiums that would buy the rights all across Europe, charge the same prices and share the profits!
A lot of the worldwide broadcasters are owned by ESPN/News Corp!
One example wold be a NewsCorp/BSkyB/ESPN/Canal+ (Satillite) consortium!

I think all they need to do is add a premier league logo to all live footage as it happens - this would have copyright for the logo and can choose who can access and how (unless I've misinterpreted the details)

In response to the "Various Graphics" and that all that is needed is for the premiership logo being transmitted all through the match. I didnt make any comment about paying sky

If the logo was on the actual footage then the footage itself becomes copyrighted. A logo on the side of the pitch may not do this.
But, that could be me being wrong.
