I think there is real poverty in this country but it's not as obvious as it is in some other places. There are people with no home, no food, no money. They may have some clothing.
There is also the problem that some people don't want food handouts, they want the money. How can they play bingo with a can of beans? It's demeaning to give food/vouchers. It denies choice.
And people do need to know or be taught how to make filling meals with cheaper ingredients. Cans of beans (dried beans are even cheaper) can bulk out or substitute meat in meals. Rice is fairly cheap and much of the world lives of it.
There is the problem of celebrity cook inflation that doesn't help. This is where said cook highlights a cheap(er) ingredient which leads to demand and the price goes up. Pork belly is one case in point. Used to be very cheap, now in some places costs more than shoulder. Lamb shanks is another.

That's rather unfair. The point I'm trying to make is that with the huge, and it is massive, amount of state expendature that goes on welfare there really is no excuse for people needing to go to food handouts except in really exceptional cases, not where they've blown the food budget on mobile calls, fags, booze or bingo.

People need to re-learn the art of cooking and food preparation: Supermarkets have very inexpensive ranges that can be used to provide nutritional and tasty meals at very low cost.

You talking of very extreme poverty.
Poverty to me is when someone cannot afford all basic living requirements.
Even so what you described people do exist in this country with what you described. Yes no income or money whatsoever. This is set to increase given the changes on welfare that are happening.

that welfare expenditure is mainly targeted at certian groups of people. such as eradicating child poverty and at pensioners.
I think you looking at a nice fat welfare budget number and assuming its plenty to go round.
also your comment about bingo I think would offend some people, it certianly wasnt bingo money for me when I was last on welfare.
In regards to food handouts, if I needed the help I wouldnt object to it, but obviously if the country has to resort to that type of help then it shows there is a problem somewhere in the welfare system.
