I can only comment on the times that I've been in a position to see those parking positions, probably amounts to several hours a year so as a sample is probably representative and a majority do not, to my eyes, look as if they should be using those spaces.
As you say it could be those abusing the badge, in which case they should be named and shamed.
But it really comes back to this:

How does the equality act determine if someone is disabled?
All I will say on the parking is it could be a variety of things.
1 - no badge at all someone just parking there ou of lazyness.
2 - not badge holder.
3 - disabled person on a good day.
4 - disabled person who qualified for a badge but there problem doesnt affect them in a way that would stop them walking out of a car (possible with how DLA gets rewarded).
5 - someone who has conned the system.
The badges can be claimed for independent of any benefits as well.
The 10 million does seem high, although its 6.7million of working age. However its not totally unbelievable as given how poor the nhs is and the poor standard of living in this country.

Out of a total Government spend of £711 billion, £106 billion was spent on the NHS in 2011/12 - that's 15% of the total expenditure.

I dont judge the quality of the NHS by its budget, thats a weird way of judging it.
incidently 15% is low.
some comparisons.
17.9% canada
norway
germany
17% australia
16.7% france
yes the NHS in my view is poor.
I have family members who are getting no real treatment for long term conditions, I have had very poor treatment myself by NHS gp's and hospital staff. I see people every month who have long term health problems who also give feedback of NHS services.
Our hospitals also arent clean and are a source of viruses, infections.
With that said its worth pointing out my sister seems to have had reasonable treatment from the nhs (not great tho), and I think the nhs highly varies from area to area in quality, somewhat of a postcode lottery.

Tesco ignored my email so I rang them.
Call logged and thats that, although what I will say is the call centre rep had a prepared answer so its my guess there has been a decent call volume of complaints on this.
I see in the news now tesco are 50/50 on pulling out and have told the DWP to remove sanctions for people pulling out of the work placements.

I found out this week that the royal mail sorting office now been used to process all incoming mail for DLA/ESA stops claimants able to get proof of delivery as no mail gets signed for in that process. So aside from the legality issues of the data protection act been breached it adds a barrier for claimants appealing bad decisions when trying to provide they have sent documentation. Also the sorting centre adds a 5 day delay as well.
