Only a fact at this point in time for that constabulary.. Each force decides it's own policy based on the fact that 1mph over the limit is legally speeding.. Also the policies tend to be in flux dependant on government and/or public pressure (more policing for example on a dangerous stretch of road)
As I said most forces have had a zero tolerance policy so it's not unknown for motorists to be done for driving slightly over the limit (1+mph). Remember that all cars have a speedo that over-reads so there is no defence.. (it's illegal for a company to sell a car with a speedo that under-reads so all tend to defer to over-reading to be sure)

That is a myth!!
It is dangerous to concentrate on your speedo all of the time, because you wouldn't be paying full attention to the road. And the courts and police accept that.
When I asked the traffic cop, I actually said "is that the same in all counties". And he said "as far as I know it applies to all counties, but he can't speak for Scotland".
You have to remember that there is a lot of propoganda and scare mongering out there, and you should take a lot of it with a pinch of salt.
I do have to work closely with the police on many occasions, so I do hear both sides of the story. Like most people don't realise that ARV units only nick people if they really have to.

So are you telling me that you don't know how to regulate your speed whilst driving
Well I know you're wrong and you probably know you're wrong.. but that's never stopped you before..
Zero tolerance has been used before and will probably be used again.. and for a fact all police forces across the UK have control over their own policies as to who they target and what tolerances they accept... The law is the same for the whole of the UK in that any speed over the speed limit can be fined.. 99% of the time they will use a reasonable tolerance but as I've said they will reduce the tolerance in areas of danger, school areas, play areas..etc..
Now go ask your friendly policeman out for a drink as he might have other stories you'll be wide eyed at listening too and will take as 100% solid facts where in reality he can only read you the current policy for the area he's working in..

Er Tim, throwing your toys out of your pram won't get you anywhere. You are the one who has made a claim so in normal debate the responsibility is on you to back it up. My proof (if it was needed) is that the law states you can be prosecuted if you exceed the speed limit by any amount. Pick up a copy of the Highway Code for further details.
I totally agree that it's unlikely that someone will get dine for doing 74 in a 70 zone but it is not a fact that they won't. You can try to shoehorn it in to your argument all you want but the simple truth is you won't find any evidence because there is none.
So saying "there is absolutely no evidence for what I'm saying, but it IS a fact" is making your argument extremely weak. A few years ago CF used to have a user called Graham who always did that. Everyone else's view was an opinion yet his were always 'facts' without ever being able to back them up.
I could publicly state "Tim Deegan is NOT a firefighter, he only made that up to try to make his views on road safety carry more weight as his argument was getting more and more weak". I wouldn't be able to back that up with any evidence so could I call it a 'fact'? No, it would just be my opinion.
That's just an example Tim, I have no reason to disbelieve you.
You can, however unlikely, be prosecuted for doing 43 in a 40 zone. There is nothing you can produce to disprove this.
