It is for the bad assets of Northern Rock (now Virgin Money) and Bradford & Bingley (now Santander UK), it is called UK Asset Resolution Ltd and it is part of UK Financial Investments Limited, who own RBS and Lloyds

This might be the only way we even get back any of the taxpayer money put into RBS and Lloyds, which isn to shut them down and sell of the good bits, plus the "bad bit" can still make money for the taxpayer (that is unlikely though)
