British judges to overrule European Human Rights legislation?

Justice Secretary Ken Clarke says he is close to reaching a deal which would allow British judges to overrule European human rights legislation.

I was under the impression that it was the skewed interpretation of EHR law by certain British judges that was at the root of the so called abuses we're all familiar with rather than the law itself. If that's the case how will this change anything?
