Yes, which is why Japanese imports are popular.
Also India, Australia, South Africa, and several other countries.

I'd guess it was just cleared at the first fall and then consistently cleared thereafter?

But how do you get big flat walls?

If you look closely at the video you can see rods sticking up out of the top of the snow walls. They use the same method of defining the road edges up on the high moors though I have yet to see snow up there that deep thank goodness.

If you think about it - 1ft of snow falls and that's cleared leaving a small one foot high wall on either side. Another 1ft falls and is also cleared leaving a 2ft wall either side and so on. If it's cold enough and cleared consistently enough, the walls will build themselves, they don't need to be created as they're being made gradually.

No, I'll go with Jog's theory. makes more sense.
though, why they waited for it to get that high before they got the big plough out. I don't know

Because (from what I can gather) the Alpine route is closed December to April.
Ploughs then come along and using GPS to find the edges of the road they us a 'stair' method to work their way down to clear the road to open it - it's a massive operation apparently.
