Council Housing & Planning Subsidies

Been trawling through the vast amount of Government data released in the interests of transparency.

In terms of Council Housing & Planning Subsidies the top ten list is:

Now, I'm not a Local Government Officer & don't pretend to know exactly what this money is supposed to cover.

However, Manchester City Council (pop. 484,000) £2.1 million, Islington LB (pop. 176,0000) £6 million?

Can anyone enlighten me?

So is the subsidy helping people/council to buy property?

Does it subsidise repairs & they're 8 times more costly per capita in Islington?

Possibly more Essential Worker housing required in London? Cost of land & building will still be the same - but rents recovered would be lower?
