Safety Fears Stops Police Pursuit
Not saftey fears for the public but the crooks....
Police were ordered not to pursue motorbikes stolen from a showroom in Greater Manchester because the thieves were not wearing helmets.

At least some of them are well aware of it. One of the more prevalent car thieves where I work goes out of his way to get pursuits abandoned through his actions.
Funnily enough he hasn't nicked any cars in the last 12 months or so. And they say prison doesn't work...
Anyway if you ever suffer from insomnia and want a surefire cure you can google ACPO pursuit guidelines and see exactly how restricted the Police are in some situations.

The reason is, if the police initiate a high speed pursuit, with people not wearing helmets, they aren't going to care much if they kill someone are they? Better safe than sorry in my eyes.

Yes, it must be extremely frustrating to be subject to more and more performance targets whilst at the same time being bound by more rules/policies which seem to favour wrongdoers.

It's a bit of a slippery slope though IMO. If you stop the Police going after people in cars and on bikes then pretty soon everyone with a bit of thievery in mind will get themselves into a vehicle and start driving like a twonk knowing full well unless a helicopter is right overhead the Police will have to stand down after they pull a few dodgy manouevers.

That can't be true, if it is we might as well give up now. I'd have bought grudgingly that the police were concerned about the crooks safety but on the assumption that reckless thieves might not be concerned about killing others because they don't have a helmet on, why bother chasing suspects at all. I'd have said it might be better to see how they are behaving whilst being chased and govern accordingly, it's not worth risking public saftey over catching them but at the same time imo they shouldn't just be allowed to escape.
