I'm sure Sam Vimes (Commander of the Ankh-Morpork City Watch) would sympathise with any attempt to legally chastise the gods. Hell, he'd arrest them if he could.

And as for the inability to serve papers - well, that's how Lex Luthor got out of serving his double life sentence (Superman didn't make his court date as he was halfway to what was left of Krypton when the subpoena was served).
