Rape is rape, wether it be a physically sexuall assault or a mental raping of anothers minds its destructive and leads to more and often worse offences, like rape, school shootings etc, and if that becomes a mass mental rape by many against an individual then it will be increased dramatically.
The people who pay for all this bullying etc and resulting mental disorder will allways be the general public as a whole and maybe a victim of a final crime like this teacher. The general public cost is they will pay for the original victims upkeep wether they be in jail or at large within society but not mentally capable of really integtrating and contributing to it. Quite often these victims sit around with wasted talents not becuase they are lazy and carry the attitude society owes me but more likely have the opposite, like well what do I really owe a society that despises me so much.
As I have said in previous threads with regards to children parramount to the education system within its ciriculum should be, Accepatable behaviour classes for all. Then any unacceptable behaviour will be without doubt carry intent. Unfortuantely our society is more interested in intellect, speed and performance before behaviour, though sometimes gifted children will be victims just as much as a child who is sub standard.
