You try whipping out your genitals in front of two (or more) complete strangers and proceed to take a leak. It isn't as easy as you'd think, especially if you are self-conscious. I normally just head straight for the stalls anyway.
The reporting is a bit iffy in that report. It says that water is upto knee-high in some places, and then shows a picture of some guy with water up to his chest.
