Independent Living Fund and the "Catch 22" situation

I have recently applied for Independent Living Fund and Direct payment so that I can pay people to provide needed care for me.

Direct payment was originally conceived to be a blessing to those too ill, disabled or elderly to look after themselves in their own homes without some help. The payments are funded by the local social services which you have to pay an amount of funding for. Their maximum quota is £200 a week.

The Independent Living Fund was designed to meet the extra payments needed to hire carers on a decent living wage. They unfortunately take ALL of your Disability living allowance care component and your Severe disablement allowance. Which genereally leaves the person requiring care with VERY little to live on. They do not take into account utility bills, general bills, shopping or any other household requirements.

In my own case I am left with £356.34 to live on A MONTH.

Do you think this is fair or should there be different policies for different types of disability ?
