so if he hadnt been caught then he could have taken off , surely it would be better to test before he managed to get on the plane

Just my assumptions but I reckon that:

But if he had not been on the plane then he could not have been drunk in charge of a vehicle (or whatever the airline version is).

A drunk pilot in the airport is just a drunk, he has to get on the plane & sit in the pilots seat before he commits the real big offence that makes the headlines.
