The government said aid workers Noriaki Imai, 18, and Nahoko Takato, 34, and freelance photojournalist Soichiro Koriyama, 32, ... behaved recklessly in going to a country that Japan had repeatedly warned civilians to avoid.
They received a chilly welcome in Japan, however, amid accusations they imperiled Tokyo’s humanitarian mission.

 - does this mean that if any Japanese troops are taken hostage, that they'll have to pay to get home as well?
Absolutely beggars belief

Soldiers are different. You're the property of the government, and the government is responsible to you because it ordered you there.

Okay, I'll bite! Ignoring the fact that you're not Japanese so it's not your tax money, why would you want to prevent Darwinism?
It's been a while since I studied Darwin, but I don't remember the chapter that said natural selection and evolution included being taken hostage and having your life threatened?

If there are any mods around, I'd just like to get my request for a thread-split in nice and early

Think it was a reference to the Darwin awards, where people have helped the gene pool by extracting themselves from it though acts of fatal stupidity.

If, as Jerrek says, they were told not to go, then (at first glance) they possibly should contribute towards the costs of getting extracated from a situation that they shouldn't have been in. I don't know enough about their case to comment any more....

Re: Freed Japanese hostages billed $21,000
If they have any sense they would simply not pay. I suspect that there would be public uproar if the government attempted to make a hostage pay for their rescue, I certainly would expect that to be the case if the hostages were British.

Re: Freed Japanese hostages billed $21,000
You're right, and I don't wish to play devil's advocate for the sake of it (no pun intended with sake!) - but I would presume that these guys were working out there when taken hostage. Therefore their companies would have paid for the flights out there, and the flights home.
If they were not taken hostage, would you expect the Japanese government to ferry them home for free?

That might be the case in the UK, but according to that report, in Japan it's the hostages who are Public Enemy No. 1 because their families went on TV and demanded the withdrawl of Japanese troops from Iraq in order to secure their release. This did not go down very well with the public, apparently.

Could you imagine if they had tried to make Terry Waite pay?
