Now now, there are legitimate reasons why someone would use TOR. Just ask anyone in a repressed country such as China, or any number of middle-eastern countries, where your liberties online are supressed.
Annonymous internet usage does not have to imply illegal activities - even in "civilised" countries. There are times when someone accessing or posting sensitive information could be putting themself at risk.
Unfortunately there will also be a certain amount of usage of this system by groups who aren't using it for those reasons I wonder what safeguards are in place to stop it becoming swamped by the dregs of society?
