Recommend Menu creating software

Hi

I wanted to know if there is any software out there that can make menus that will auto pop up when it is inserted into the cd-rom and have buttons that link to certain files/folders/programs.

For example like when you load a CD in it pops up with a menu asking you if you want to install the program or to view extras or go to the manufactures website.

try setting autostart and use html webpage for the menu

E.g by creating a 'presentation' in Powerpoint and saving as a web page.
