Sarcasm aside, Daniel is right. The iPhone does check with the operator whether tethering is allowed before it enables it.

Well done for picking the wrong anaphoric referent. 'It' did not relate to the thread topic as per post #1, but to the actual problem faced by the OP, which is that his operator has disabled the tethering option.
