Windoze character map for Arial gives
ALT + 0216 = Ø
ALT + 0223 = ß
ALT + 0250 = ú
Character map can usually be found in the Accessories or SystemTools folders on the startup menu. If not, then Start, Run, charmap.exe

How did you do that in windows?
Do i take it the ascii code is 0216 etc not the ALT+

ASCII codes are a single byte (or, more strictly, 7 bits as the top bit could be used for parity) - or 0 thru 127 in decimal. You can look them up here:

How the other 128 combinations are interpreted depends on which character set you are using.
If you want extended characters in Windows then the simplest way is to use the Character Map. Assuming it's installed, you should be able to get to it like this:
start -> programs -> accessories -> system tools -> character map
If you always want to use a specific character then I suggest you try and use Unicode which uses two bytes per character.

I suspect that it is also useful as a standard for text transfer between different systems as well..

It was useful back in the old days of DOS, I could make a directory that was somewhat protected from others by naming the directory starting with the ALT 255 code, it made the directory look like this [ PRIVATE]. You had to know the ALT code for the space before you could access it... XTree Gold was a good bit of software to have on a floppy.

Ascii (or, to give it it's full name, "American Standard Code for Information Interchange") is used as I described.
Admittedly, some people have made art from it..

It's still occasionally useful even in Vista. A little knowledge of ASCII lets you perform "magic" tricks like displaying icons with no text labels.
