Philips SPD5100CC 160GB USB 2.0 External Hard Drive

My neighbour has a Philips SPD5100CC 160GB USB 2.0 External Hard Drive and she is a little worried that the cooling fan has never come on does anyone know if these are supposed to run all the time or are temp controlled?

my Seagate external HD fans are extremely quiet - I don't hear it, only the heads seeking when it is working.

I also have a safecom external box, with one of my hard disks in, the fan in that is quite loud - but I'm not sure it does any good
