Can't download!!

Ok, I'm totally stupid and the answer to this is probably obvious - but..........(as a relative newbie)

when I click on a link and the box appears asking if I want to save the file or open it - it won't download, and I get an error message - 'Server doesn not reply to requests. Download stopped' - then the filename of whatever i've tried to download.
I've also tried right clicking and save as, but that doesn't work either.
I have Xp for my sins, and I'm pretty sure I've not changed any settings or added any software.
Has anyone got any ideas please before I throw the thing out of the window??
Thank you!!

Is your firewall blocking your connection? Might be worth checking.
