Actualy you can't get fined by the RIAA - the worst that could happen is that you could get sued by the RIAA (arguably more expensive than any fine would be), but as they have no real muscle with the legal system in the UK it would be hugely unlikely. They also don't want to be treading on the toes of the UK bodies.
However, the UK bodies, notably the BPI - have indicated that they are keeping legal action in their armoury for UK file sharers. Whether they will act on their threat is another matter, but even if they did it would be most likely to affect those that share a lot of music files on their computers, rather than downloaders which are more difficult to trace.
Also as a point of clarification, there are actually 700,000 tracks available on iTune Music Store, however you must have iTunes to play them on your PC - but you can create audio CDs from the files.
Personally, given the wealth of legal download sites starting up, there will soon be no moral reason to download music 'for free' that is available on systems like Kazaa
