On my PC (win2k) you go Start > Programs > MS Office > MS Office Tools > MS Office Shortcut Bar. But if yours normally appears austomatically at startup it should reappear by itself next time you switch your PC on.

What you may need to do is go into msconfig. To do this follow these steps:
click on Start
Select Run
type msconfig and press enter
go to a tab called startup
and see if there are any MS Office tasks disabled (boxes without a tick in them)
What you can do is click disable all.
Then click enable all
Then click apply
then click restart now.
You will then get a box come up at startup the next time you restart.
There is a little box that you can check so you do not see the message again. Tick this and click OK.

Re: MS Office Displaying tool bar
Might need to let us know what variant of office you are running but one way of restoring it is to go to add/ remove programes in the control panel, select your office installation and choose to add/ remove features from it and the shortcut bar is listed under the tools section. You will probably find you need the CD though.

Re: MS Office Displaying tool bar
what you can do is go to start>>>> all programs and double click on the actual folder. Then right click choose copy. Then go back to start >>> all programs and find a folder called startup. Double click this and then go to edit then paste.

Re: MS Office Displaying tool bar
If its a standard install you could look in C:Program files/Microsoft Office/Office 10/ for MSOFFICE.exe as thats the shortcut bar tool for office XP or you are looking for the OSB.exe (I think) either way if you find and run it the software will ask if you want it to start automatically next time.
We need to know your O/S and variant of office really thoough.

Thats why MSConfig doesn't work then It wasn't included in the software. What version of office are you using?
