'Removing' IE is a difficult question to answer because M$ has carefully branded various bits and pieces of Windoze to give the appearance of IE being an integrated part of the operating system. But don't believe their marketing nonsense, you can get rid of those parts of it that are genuinely a web browser easily enough. Zoombini has summed it up.
After you have done this you will probably find Windoze is still peppered with references to Internet Explorer. Just ignore them. They're not the web browser, all they are (amongst other things) are those parts of the OS that deal with networking etc. You know - the bits and pieces other, more honest, OS manufacturers simply regard as part of their OS.
