Unhappy slow or no broadband

Hi all

I have a elite 360 and 1 home desktop pc. I am on VM 20meg broadband. Now my problem is when we have both pc an xbox hooked up my live gets booted and pc seems to take over all broadband, unless i get on live 1st which then pc becomes like me grandad very very slow. Done all test to check my broadband speed and never get above 5 meg. Have spoke to VM and explained all this an all i get is we are showing u are on 20 megs so u must be getting it. Does any 1 have ant ideas pls
