Assume for the moment that the duplex auto-negotiation between your LAN card and the router is not working (quite a common occurrence). In the advanced properties of your LAN card hardware settings, force the duplex setting to be (say) half-duplex rather than auto-negotiate, and see if that solves you problem. Then try full-duplex, and see if that works too.
