Unhappy Slow Web Browsing since "Speed Upgrades"

Since about a month or so ago, my download speed have been pathetic (4mb service). My Broadband speed is fine 4mb no problem, but loading webpages is slow and hit and miss and downloads are as bad as 10k some times.

What's going on ? I've tried a handful of other ntl proxies but nothing seems to be much better. What are my options ? Are NTL aware of this or doing anything about it ?
