Help - no NTL internet connection after having 2 technicians visit!!

HI, sorry there is another thread on here - what is error 11- no connection- and my mate is pullin her hair out!!
This is story so far - two weeks ago, she logged on as usual and no internet connection. Usual checks didn't solve problem, so technician comes out and says its a problem with her computer. We were 'unoffocially' told to uninstall then reinstall windows xp to solve the problem, so we did all this and yet still, we get an error 11 code come up.
we use the installation disc to connect up (how do you do this manually please), but no such luck.
I have been advised to check device manager and that is ok, i have deleted anything to do with NTL and restarted set top box and pc, and still nothing!!
NTL are saying connection is fine, but we are gettin nowhere!!
All error 11 says is something about ntl.pop ?
If anyone can help, will be so very grateful
