Speed change problem

Yesterday I went through the automatic speed tier change pages to upgrade my broadband speed from 1Mb to 2Mb (actually I meant to get the BAND03 but clicked the wrong radio button!).
Anyway, the speed changed just about immediately, and I was getting 2Mb fine. But today I seem to have been put back on the 1Mb speed again. Phoned technical support in case it was a technical problem, but they could't do anything except to confirm I was still on the 1 Mb speed. Tried the tier change page again, but of course get the message now that I can't change the speed again because NTL's billing system can't cope with additional changes in a month. So the billing system thinks I have changed my speed, but the technical support are saying I haven't.
Who is best to contact to get it sorted?
