What's happening here with my Quality Monitor

Never seen this before in my area is it just high utilization?.

My broadband:



SAME THING MY UBR GRAPH:



Doesn't Seem to be effecting my speeds that much just curious as to what it is.

Browsing was a little sluggish and I pulled a iOS update that seemed to take ages to download.

Seems better now though.
