I think they were erring on the side of caution. Better to say 24 hours and customers are happy they got it earlier, rather than say 'immediately' and they phone back complaining if there is any delay
Same happens with the TV channels and Phone feature changes

ah but, 24 hours disguises a fault with BBI stuff .. you're adding 24 hours of delay to a customer
ok, say a few hours, in case something is broken.

After any upgrade they always advise that it can take up to 24 hours for it to go live but in most cases it is within an hour or two, if they said it was instant then it would cause many unwarranted callbacks causing repeats against agents and negative NPS scores unless massaged as with offshore.
